This works for me in Windows 8.1 to fix this:

type "services" in the Windows search box

From the list of services, choose Windows Audio

Stop the service, then

Start the service

Sound now plays in Movie Maker.

    Hi BarbaraCollins,

Thank you for posting back. Since it is not a Microsoft software we cannot guarantee that this codec will work. As what previous moderator mentioned you may search on the internet where you can download it and you can use 3rd party sites.

Should you have other questions or any other concerns, please reply to thread and we will be happy to further assist you.

    Thank you.

This does not answer my question.  I need a link to the codec I am supposed to get.  Windows MEdia Player and Windows Movie Maker does not play audio on videos  from my cellphone.  I am not finding a codec for QCEP E1 on the internet.  You say "this codec", where are you finding it?  I haven't found it to know if it will even work.

Instead of searching for and installing the codec, try converting the file to a WMA or WMV file that works in Windows programs.....  use Freemake from

    http://www.freemake.com/free_video_converter/

being careful to only get the free conversion tool and not other stuff you don't want.
