    For all the guys who do not see the "Pen and Touch" Option and cannot enable the touch features of the screen.  I think I can help you since we had the same problem with an ACER T272HUL monitor.

    Have you connected your monitor with the additional USB cable?

    I feel a bit stupid but of course you need data communication and windows will hide all the options when your monitor is connected by HDMI only :)

    I have tried all of the suggestions in microsoft and they didn't work on my computer.  I have a Toshiba laptop and their site had the solution for my computer. No problems since.

    Window key + X

    Device manager

    Human interface divices

    right click on  HID compliant touchscreen device

    Uninstall device

    restart computer

    FIXED!!!!!!

    Thanks for the help. I went into the device manager on my Dell 2720 and while disabling power management for the usb input devices, noticed that one was disabled. I enabled it and the touchscreen finally works. I have disabled the power thing for all usb devices just in case. It's taken me a few weeks to get to this point. thank you!
