Either or both of those entries may be at issue.
However, since you have a Toshiba, can you first uninstall TOSHIBA Recovery Media Creator
and TOSHIBA Disc Creator as per the following FAQ from Toshiba:

If the problem still exists after uninstalling those two programs or if those programs are not installed can you remove the PxHlpa64 entry.
To remove the PxHlpa64 entry double-click LowerFilters and, under Value data, remove PxHlpa64 > OK
Create a system restore point beforehand and restart the computer after
If the problem still exists try removing the GEARAspiWDM entry.
To remove the GEARAspiWDM entry double-click UpperFilters and, under Value data, remove GEARAspiWDM > OK
Create a system restore point beforehand and restart the computer after.
However, if you have an application that uses the GEARAspiWDM, such as iTunes, just install the latest version of Gear drivers (4.020.5) and make no change to the registry:
