Can you check the following registry key?:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class{4D36E965-E325-11CE-BFC1-08002BE10318}

At that registry key, in the right window, is there, under "Name", either an UpperFilters or LowerFilters value?

If so, for each of the UpperFilters and/or LowerFilters value, what is listed under "Data"?

    Also, if you have a Toshiba computer there are a couple of Toshiba programs mentioned in the following thread that may be the problem:

    http://answers.microsoft.com/en-us/windows/forum/windows_8-hardware/driver-for-tsstcorp-cddvdw-ts-l633c-has-a-code-19/38d693cb-83d4-450e-88ca-be0cd9e94b6a

    So try uninstalling the Toshiba programs, if they are installed, that are mentioned in the thread.

    Restart the computer afterward.
