Can you check the following registry key?:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class{4D36E965-E325-11CE-BFC1-08002BE10318}

At that registry key, in the right window, is there, under "Name", either an UpperFilters or LowerFilters value?

If so, for each of the UpperFilters and/or LowerFilters value, what is listed under "Data"?

    Thanks, I had the problem with Windows 10 (upgraded from 8),

    I just uninstalled - TOSHIBA Recovery Media Creator- did a restart and my   'E drive' was recognised and now works fine.

    I used the hardware troubleshooter as described in https://support.microsoft.com/en-us/kb/314060

    This worked for me - I had no upper or lower filters!

    Hi,

    Can you obtain the Class GuiD for the device(s) giving the Code 19 error:

    In the Device Manager can you double-click each device giving the Code 19 error  > Details, then choose "Class GuiD" from the drop-down menu under "Property".

    What is listed under "Value"?
