I think what the two people are referring to- the printer icon in the command bar is gone in IE. I deleted my too along with all other icons under the command bar because I wanted to make room for the favorite bar.
Try this...
Right-click on the Command Bar> Customize> Add or remove commands> select Print then click on Add.

You can't simply add a Print icon to the Desktop.
On which program/app do you want a Print icon?
Note: You can print from almost any program from the key shortcut
[Ctrl + p] or from File > Print.
