(At the beginning of this thread I started off with 3.4.3.78...)
Even after enabling the two policies and rebooting, I am not given the option to sign in using the fingerprint reader...
According to the Hardware Ids there may actually be a more recent driver available via Windows Update.
However can you try the following driver which should work on your system:

Also, can you check here:
Windows Key + R > type gpedit.msc in the "Open" box > OK > Computer Configuration > Administrative Templates > Windows Components > Biometrics
In the right window can you double-click "Allow the use of biometrics" and select "Enabled" > OK
Do the same steps for "Allow users to log on using biometrics".
Restart the computer.
