.Net Framework 3.5 fails to install with error code 0x800F081F

Original Title: Error installing .net framework 3.5 sp1

I did a refresh of my install of windows 8 pro (64 bit), because Weather and several other apps were failing (they started, then the main window closed, but the small window stayed in the task list to the left; event viewer gave access permissions errors).

This seemed to sort most of the apps BUT now I cannot re-install many programs as they need .net framework 3.5 and this fails to install with error 0x800F081F. I even tried downloading the full installer and running locally but it still gives the same error!

I need the framework to work with OpenXML development, a large part of my work.

(I should also point out the refresh says most apps are retained - it fails to mention all applications are removed!)

    I have also had this problem on multiple Surface devices (I am surface pro support for my organization). I have tried every solution I could find on the web and on these forums - the only thing that has ever worked for me is wiping the whole device and then installing .net 3.5 through control panel. I don't know why, but as soon as you get that error code through the control panel and you are truly connected to the internet, there is no getting it installed except through the option of refreshing the PC. (You can use the option that keeps all your documents)

    All I can say is there is definitely something else going on here as this bug has presented itself to me several times and it installs perfectly using the same procedure after wiping the device. I think something happens when you first try to install outside of the option through add/remove programs that prevents it from ever installing again.

    and so I'm unable to install applications that I need because MSFT in its infinite wisdom screws up, gives us a bug, but does nothing about it!

    And they wonder why people hold such animosity for them and choose other products.

    Don't tell us a bunch of BS that doesn't work MSFT - FIX THE PROBLEM and update the machines.  I have nothing better to do than reinstall an entire OS and all my software?  Seriously?  that the answer we get for spending a ton of money on MSFT hardware and software?

    Breathtakingly inept response from this company.

    Hello. I bought a Surface Pro 2 with Windows 8.1 other night and ran into the same issue. I tried all microsoft knowledgebase fixes without any success. I found a youtube video under the user "seif eddine" that showed installing "dotNetFx35_w8.1_x64.exe" which is a Microsoft net framework offline activator. I googled the file "dotNetFx35_w8.1_x64.exe" and got a download link, ran the exe as an admin. The exe will extact the files you need, open up command prompt that uses DCIM installer, it hit the point where I normally recieved the "can't find the files error" and GOT PASSED IT. It installed 100% then i checked out the "turn windows features on or off" under add/remove and found that .Net Framework 3.5 was checked off so it looks like this is a work around.

    So I found the .exe you mentioned and got it to install but when I go to the control panel it dosn't show that 3.5 is checked.
