Windows Update is able to run and I am able to download all updates.

You're getting error 0x800f0906 because you have KB3022345 installed. Uninstall it by going to Programs and Features in Control Panel and then click the link to "View installed updates".
In the Search box top right, copy/paste (or type) KB3022345 and when it appears in the list, right click it and choose Uninstall.

Sorry Tom1066, if you can't locate a friend with a similar system as yours, I don't know where to find a source. I've tried my win8.0 cd but no go. Either it can't be used (as others have reported) with a win8.1 system or I couldn't figure out the correct command (dism) to use.
As far as refreshing your system :((, I agree that is the nuclear option that I want to avoid at all costs for the same reasons you have given. A bad idea for a couple of bad file. :((
OEM Product Keys might not work in the first link it is probably only for Retail Windows 8.1. Perhaps you can borrow a Windows 8.1 .iso from a Computer Repair shop etc?

Have you had a chance to look at my comments from the 9th of July?
Given that lots of people seem to be suffering from some few corrupted modules, I would have thought that it would be a simple matter for Microsoft to provide access to a library which can then be used as a DISM source. Is there something like this available?
As I mentioned before I am very reluctant to go down a route refreshing my PC which would require me to spend at least a week reinstalling applications, just because of some small scale correctable corruption in Windows or a bug in DISM.
I have a similar problem. The laptop came with Windows 7 Pro 64 bit pre-installed by Toshiba. I upgraded it to 8 and then 8.1. It has not been updated to 8.1 Update. Windows only starts (so far twice) using Startup Settings option 7: "Disable driver signature enforcement". When it’s running the applications seems to be working fine, but there are problems with Windows Functionality, see below.

Message: Windows Resource Protection found corrupt files but was unable to fix some of them.
Looking in the log and searched for "cannot". There is a printer driver that cannot be fixed. Only found three instances of "cannot".

Looking at the DISM log, I can't see any specific files that are missing.
I do not have access to other user’s copies of 8.1 source files.

I tried to manually install and get the message that it is not appropriate for the system.
Virus ProtectionI use the free version of Avast, Spybot and now Ad-Aware. Windows Defender is turned off. I am running a full scan now with Ad-Aware.
Windows Update and File History not working
When I try to run Windows Update I get a pop up error message:
C:\users<username>\AppData\windows.immersivecontrolpanle_c.... (note: cannot read the rest)
this file does not have a program associated with it for performing this function.
I ran the repair utility for Windows Update and it comes back reporting the error is fixed, but I am guessing it requires a restart to get Windows Update running.
The last update of windows functions is dated 7/2. KB2969339. This looks to be the last time Windows Update did an update.
Also backup of data with File History function gives a similar error message as Windows Update.
