I have a similar problem. The laptop came with Windows 7 Pro 64 bit pre-installed by Toshiba. I upgraded it to 8 and then 8.1. It has not been updated
to 8.1 Update. Windows only starts (so far twice) using Startup Settings option 7: "Disable driver signature enforcement". When it’s running the applications
seems to be working fine, but there are problems with Windows Functionality, see below.
SFC /scannow
Message: Windows Resource Protection found corrupt files but was unable to fix some of them.
Looking in the log and searched for "cannot". There is a printer driver that cannot be fixed. Only found three instances of "cannot".
DISM.exe ... /scanhealth
Message: The component store is repairable. The operation completed successfully.
DISM.exe ... /restorehealth ****Message:
Error 0x800f0906
The source file could not be downloaded.

Looking at the DISM log, I can't see any specific files that are missing.
I do not have access to other user’s copies of 8.1 source files.

I tried to manually install and get the message that it is not appropriate for the system.
Virus ProtectionI use the free version of Avast, Spybot and now Ad-Aware. Windows Defender is turned off. I am running a full scan now with Ad-Aware.
Windows Update and File History not working
When I try to run Windows Update I get a pop up error message:
C:\users<username>\AppData\windows.immersivecontrolpanle_c.... (note: cannot read the rest)
this file does not have a program associated with it for performing this function.
I ran the repair utility for Windows Update and it comes back reporting the error is fixed, but I am guessing it requires a restart to get Windows Update running.
The last update of windows functions is dated 7/2. KB2969339. This looks to be the last time Windows Update did an update.
Also backup of data with File History function gives a similar error message as Windows Update.
