You're getting error 0x800f0906 because you have KB3022345 installed. Uninstall it by going to Programs and Features in Control Panel and then click the link to "View installed updates".
In the Search box top right, copy/paste (or type) KB3022345 and when it appears in the list, right click it and choose Uninstall.

Thank you for your email and advice.
I chose to show hidden and system files in the 8.1.ISO and hid known file types. I've searched for *LocationProvider* and for*6.3.9600.16504* (from the SFC run) in ISO file names. I've also searched for *ApnDatabase* and *6.3.9600.17056*. All came back negative.
Thank you also for sending copies of the two files in question. My SFC scan identified
ApnDatabase.xml Version = 6.3.9600.17056 and LocationProvider.inf Version = 6.3.9600.16504 as the two modules that could not be repaired. However a search of my C:\Windows folder showed multiple variants of these modules. Are the copies of the two modules you sent me the same version as the ones in my SFC scan?

It may be necessary to show both Hidden, and System Files, and also to uncheck "Hide known file types" in Control Panel/ Folder Options/ View, to navigate to the mentioned location and to see the files.
I have also posted a couple of files you mention in the Public Folder of my Skydrive (OneDrive) that might be accessible to you if you want to try them. They come from Windows 8.1 64 bit Pro with Media Center.

I've tried to create an 8.1 ISO file. The first link (from CNET): I've managed to go through the steps for starting to create Windows 8 ISO, but the second series of steps of creating the 8.1 ISO did not work, as it kept asking for my 8.1 product code. It seems that MS changed the 8.1 ISO creation code, such that the workaround no longer works (and the buttons are now yellow and no longer blue).
The second ISO link from Dell provides the old version of the MS ISO 8.1 creation module and this works provided it is used immediately after the Windows 8 ISO creation.
I've then mounted the 8.1 ISO as described in your previous email. However the ISO does not contain copies of the corrupted programs identified by SFC ( LocationProvider.inf and ApnDatabase.xml in my case).
Any suggestions?

I went through your links.
I only have a Windows 8 Pro product key, but that is NOT accepted by Microsoft. As I recall I did a free upgrade from 8 to 8.1 and have no email or other documentation of a new product key for 8.1. I safe emails and would not on purpose have deleted an email with a product key! It seems like Microsoft blocked the way of using the Windows 8 Product Key to download Windows 8.1 that was described in your second link.
I searched for how to get an 8.1 product key, but did not find a workaround.
My current installation does not recognize the 8.0 repair or ISO DVDs.
Do I need to establish a new thread on this?
PS. My system ran out of battery and it took an hour to get it back running. I tried out with option 7 and 1 of the startup otions and it did not work. After trying reset (do not have a media that is accepted), restore (did not work - error: 0x8007051a), refresh (do not have the media that is accepted), ran chkdsk - no bad sectors, then ran the startup options: 8,9,2,3,4,5,6 and 7 and this time it magically worked. Not sure, fi this gives any leads on what the underlying problem is.
