No, I'm not telling you anything like that at all. First of all, as
far as I'm concerned, it's usable as it is, right out of the box. I
know several people who use it like that and like it; some of them
like and use the Modern/Metro interface (which I don't), and others
prefer and use the desktop interface, not modified with something like
Classic Shell or Start8.
Second, what I was suggested was what I consider to be a way to
improve it, not to make it usable.
Third, I recommended two pieces of software to improve it, and stated
that both were very good. And one of those pieces of software is
completely free.
Fourth, to me $4.99 is a small-enough cost that, since I consider
Start8 to be a little better than Classic Shell, I recommend it to
anyone willing to spend that small amount.
And last, we may be very different, but my experience with every
version of Windows (and I've run almost all of them, starting with
2.0) is that I have added many pieces of third-party software to make
improvements to it. Some of this software was free, and some I bought.
And I can't remember ever before buying anything as inexpensive as
$4.99.
