Well, turns out this problem is solved on ANOTHER microsoft support thread... so microsoft support people aren't even good at searching their OWN site! Anyway, there is another setting that allows the icons to scroll..

    1. control panel
    2. display
    3. screen resolution
    4. find the advanced settings link lower right
    5. click the "on screen display" tab
    6. uncheck the "Enable Auto Scroll" box

Done... thanks for nothing microsoft... Greg

p.s. why in the **** is this defaulted to on?

The Auto Arrange is not checked.  And the desktop items are continually rearranged when I reopen my computer.

Organise your icons to how you want them, and then try right clicking on an empty space and click "refresh". That should work... it worked when I tried it and they've stayed put ever since.

What's even more annoying is 20 days later and still no response from Microsoft... :-(
