Windows 7 - Windows Update problem. Error 80070422

When running Windows Update I end up getting error code 80070422.

After running the Windows Update Troubleshooter, the problem persists even though the troubleshooter says it found problems with the windows update components and fixed them. In fact, upon repeatedly rerunning the troubleshooter, it continues to state the problems were found and fixed.

I then ran the microsoft Fixit program at support.microsoft.com/mats/windows_update and encounter the same behavior - namely, it finds problems with the windows update components and says they're now fixed, when in fact they're not.

Upon looking in the Windowsupdate.log file I see the following problem:

    Hi,

    Just spent about 3 hours trying to sort out my error 80070422 in Windows Update. This is the only post (of many) that actually resolved the problem. The Windows Module Installer was disabled (probably by some Malware?)

    ISSUE:  Error Code 80070422

    Hello to all looking to fix this issue.

    (Below is written for everyone who comes across this site, to have a better and precise how-to for fixing this Windows Update Issue)

    Please see the solution below:

    NOTE:  You may need to do the following as Administrator, which is what I did.

    01.  Open the Start Button (Microsoft Circle Icon in the Windows 7 lower left of the screen).

    02.  Type services.msc in the "Search programs and files" area at the bottom of the start button's pop-up menu.

    03.  Press the Enter key.

    This opens the Services window.

    04.  Scroll down this window until you see "Windows Modules Installer" on the left.

    05.  Double-Click on "Windows Modules Installer" and it opens the Windows Modules Installer Properties window.

    Windows Modules Installer Properties window now open.

    06.  Go down to "Startup type" on the left, near the middle of the window and choose "Automatic" on the pull-down

           list just to the right.

    07.  Then look further down until you see "Service status" on the left.

    08.  If the status just to the right does not say "Started", then find the "Start" button just below the above "Service

           status" and click on this start button.

    09.  Now click on the "Apply" button in the lower right area of this window.

    10.  Click the "OK" button to close this window.

    11.  Now you should be back to the "Services" window, opened earlier.  Scroll down until you see "Windows Update"

           on the left.

    12.  Double-Click on "Windows Update" and it opens the Windows Update Properties window.

    Windows Update Properties window now open.

    13.  Go down to "Startup type" on the left, near the middle of the window and choose "Automatic" on the pull-down        list just to the right.

    14.  Then look further down until you see "Service status" on the left.

    15.  If the status just to the right does not say "Started", then find the "Start" button just below the above "Service        status" and click on this start button.

    16.  Now click on the "Apply" button in the lower right area of this window.17.  Click the "OK" button to close this window.

    Services window still open.

    18.  Click the Red "X" button in the upper right corner of the "Services" window to close this window.

    19.  You are done with the Windows Update Issue Fix.

    20.  Please run Windows Update again and it should now work.  If not, you may be looking at a network

           issue, corrupt file, possible virus superseding operating system control to block its own removal, etc.
