Windows 7 - Windows Update problem. Error 80070422

When running Windows Update I end up getting error code 80070422.

After running the Windows Update Troubleshooter, the problem persists even though the troubleshooter says it found problems with the windows update components and fixed them. In fact, upon repeatedly rerunning the troubleshooter, it continues to state the problems were found and fixed.

I then ran the microsoft Fixit program at support.microsoft.com/mats/windows_update and encounter the same behavior - namely, it finds problems with the windows update components and says they're now fixed, when in fact they're not.

Upon looking in the Windowsupdate.log file I see the following problem:

    You must also fix 'Windows Module' which is above 'Windows Update'. Right click Windows Module and click Properties. On Generals tab next to Startup type, make sure 'Automatic' is selected. Click OK (important). Then next to Service status, make sure it is Started. If not, click Start. Apply, then OK. Both Windows Update and Windows Module should be the same, Automatic and Started.

    This fixed my Update problem.

    What if the Windows Module Installer is STOP.  Do I just make it automatic and then save or do I make it automatic and START it?
