MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

api-ms-win-downlevel-user32-l1-1-0.dll
api-ms-win-downlevel-ole32-l1-1-0.dll
wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

sfc /scannow reports no errors
win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

REDEMPTION! For several days I've been groping over these "missing .dll files" fixes for my Windows 7 (Home Premium). None worked for me. So, I broke down and called 800-Microsoft for tech help. He first tried the remote take-over of my computer, but the semi-functioning Firefox would not download the app to do that (IE8 would not open at all.) Nor would typing the app URL in the "Run" window. Finally he had me click the Start button and on the Search line to type "cmd". This opened cmd.exe, the dreaded black DOS window! On the command line, he had me type "sfc/scannow". This started a system scan and 10 minutes later it said corrupted files were repaired and to close the window and reboot. BINGO! All the programs were back, in full function.... IE8, Firefox, WeatherBug, Kaspersky anti-virus, etc. And NO "missing .dll files" pop-ups! Hallelujah! Now, if MS will be more vigilant about their Windows Updates, which caused this breakdown, I'll be happy.

I am glad you see the light at the end of the tunnel.

I have had these exact problems (as you know), and have been instructed by MS to do these same things. Unfortunately, in my case, when we tried to run sfc/scannow, it completed 40% of the system scan and then stopped. When we tried sfc/scannow again, it would not start at all, reporting that "Windows Resource Protection cannot perform the requested operation." MS is stumped; they asked me to send the copies of Windows' CBS logs, and "will call me back."

I know you feel like I did when I tried the other stuff that didn't work.

'Puters are individuals in that one medicine might not work on the next one. Very iffy. I love using the computer, but I'm always holding my breath that something like this will happen. :-)

Sfc scannow works fine for me and shows no errors, everthing we do shows no issues.

But still cant run any applications or get to internet options so I can download !

Download [prerequisites,] specifically [looking] for KB 2670838x64

No need to do so. If you choose to install IE10, the Platform update (KB2670838) will be "drive-by" installed (if it's not already installed).


In the near future, Microsoft should begin offering home users (only!) no-charge support for IE10 install and uninstall issues. You also may be eligible for the support if an IE10-related issue causes your computer to crash or if IE10 does not let you browse
 all sites. For now, however, you're on your own so you're best bet is to hide IE10 (and KB2670838 IMHO) & stick with IE9 for the time being.
