MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

api-ms-win-downlevel-user32-l1-1-0.dll
api-ms-win-downlevel-ole32-l1-1-0.dll
wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

sfc /scannow reports no errors
win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

Evening

2, reg restored

4a, cant de imunise all spybots i cant get it open, i cant open any applications.

4b, not uninstalled it yet, due to not being able to de imunize

5, windows update encountered an error 8024000e

I am pretty confident that there was no infection/hijack or root kit

The system has been very stable for since built (3+ years) used daily for web design and video editing, with Kaspersky updated and run weekly let alone spybot and win defender and trustee raport for browsers for internet banking.

It all went wrong from that evening the updates came with ie10 and has been plagued with 4 missing dll files since then not allowing me to run any apps or programs windows or other software, i cant even download from the web as windows blocks it and i cant open internet options.

I have registry back ups but your colleague has informed me that the registry isnt at fault..

I have been on the phone for circa 6 hours over the last few nights with Ruhal and will be again tonight, think its going to end in a format and fresh install, luckily I have monthly backups of data.

However i will take the coaching and not use reg cleaners or spybot again and leave the system protection to win Defender and Kaspersky.
