MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Assuming Win7 (64-bit) SP1 with IE9 installed...

Please answer each of the following [admittedly tedious] diagnostic questions in a correspondingly-numbered list in your very next reply, preferably without quoting my post:

1a. When (approx. date) did you purchase the computer?

1b. Did Win7 64-bit come preinstalled on the computer when you bought it, did you do a clean install of Win7, or did you upgrade from Vista to Win7?

2. When (exact date, preferably) does your current Kaspersky (AntiVirus?) subscription expire?

3a. Assuming Spybot v2 is not installed, is Spybot Resident Tea Timer enabled?

3b. Has Spybot ever detected & removed anything (other than third-party cookies)?

4a. Has a Norton application or a McAfee application EVER been installed on the computer since you bought it?

4b. Did a Norton free-trial or a McAfee free-trial [pick one] come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.)

5. Again assuming Win7 (64-bit) SP1 with IE9 installed => Are ALL of the following other updates listed in View installed updates(not Update History)? [1]

    (a) KB2797052, KB2789645, KB2778344, KB2799494, KB2790655 & KB2790113;

    (b) KB2769369, KB2742599, KB2756921, KB2736422 & KB2757638 or possibly KB2758694.

    (c) KB2753842, KB2758857 & KB2727528;

    (d) KB2705219 & KB2712808;

    (e) KB2676562 & KB2644615.

6. Is Java Version 7 Update 17 (or higher) installed? TEST HERE USING INTERNET EXPLORER (ONLY!) => http://java.com/en/download/installed.jsp
7. Is Adobe Flash Player v11.6.602.180 (or higher) installed? TEST HERE USING INTERNET EXPLORER (ONLY!) => http://www.adobe.com/software/flash/about/

I will be on the machine and my laptop now for the next 4 hours.

PC = windows 7 32bit Home premium mate (intel core 2 duo E6850 3ghz, 4gb ram)

1a, Machine self built a couple of years back in 08 (high spec for websites and video editing) all new parts.

1b, its was clean install on a new samsung HDD i have the windows disc here.

2, Kaspersky runs out 01/11/13, I also have 9sorry forgot0 trustee raport - which is from the Barclays bank and been installed for a couple of years.

3a, Spybot v2 is installed and tea timer is running.

3b, No not that i am aware of.

4a, No Norton has never been installed, Macfee was installed as a third party add on with a flash update but i uninstalled it the next day circa a month ago.

4b No the machine was brought in bits from ebuyer.com nothing was pre installed.

4c - I was never able to install ie9 it kept failing even with manual download i only had ie8

9, I will only use a reg cleaner if i have had a problem, before this issue i probably wouldnt have used it for about 12 months = CCleaner, i did run it after this ie10 problem whilst trying to resolve the issue.

3. Do you fully-understand what Spybot Tea Timer [AKA On-Access Monitor in Spybot v2] does & how it does it? [1]

4. Do you have backups of ALL the changes CCleaner's Registry Cleaner has EVER made to your computer? [2]

3, i have an idea it monitors the system for rogue entries or mods viruses trojans alike ? (i will read the docs tomorrow mate) I have been running spybot since circa v1.3 with no real issues to talk of, so i have been fairly confident with it to be fair. I would have changes listed that the app made but like i said i cant get into any app or service as it keeps responding missing files.

How can i get the missing files from the win7 disc ???

I do have manual registry back ups from when i do my monthly back ups

Spybot's own FAQ & forum posts appear to disagree with each other as to whether Tea Timer's realtime protection is included in Spybot v2 (or if it is, if it can be disabled). Assuming Spybot's (one of) your troublemaker(s) here (?), let's eliminate it...

REBOOT INTO SAFE MODE, IF NECESSARY.

1. Close any/all open applications.
2. Restore any/all CCleaner backups on hand. See http://www.piriform.com/ccleaner/faq/using/how-do-i-restore-registry-backups
3. Reboot (into Safe Mode, if necessary).

4a. IMPORTANT! => De-Immunize all Spybot protections.

4b. Uninstall Spybot via Programs and Features > Uninstall a program and reboot into normal (Windows) mode.

5. Assuming all is well, run a manual check for updates & see of you can successfully install any/all security-related (only!) updates offered.

• For now, just hide IE10, KB2670838 & any other Optionl, non-security update (yes, even if it's classified as an Important update).
