MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    Same for me - system seems to be working fine - upgrade IE8 to IE11 - reboot as required - then everything start failing with messages about api-ms-win-downlevel-*-l1-1-0.dll being missing and the machine is unusable - have to restore back to a system restore to get the machine usable again

    SFC /SCANNOW reports no issues - Windows Update says everything is up to date - so any ideas welcome.

    What delivers these files to Windows 7 ? 

    Should they be in a vanilla Windows 7 install or do they comes along with subsequent Windows Updates/SP1 ?

    DllHelp used to be very useful for tracking this sort of thing but alas that is no more.

    Got just about the same issues as everyone in here.. Got my after I ran  registry cleaner from Avira... I thought I could trust them.. but NO! I´ve tried everything now and I can only give this advise....

    If you get problems with any version of Windows the best solution is to wipe the harddrive and do a clean install.. Microsoft can´t get a broken windows to work.. It´s been proven again and again...

    mine started as a clean install - then after several hundred MS updates I try to move to IE11 and get this issue.

    I had this same problem about a year ago. The only thing that worked was a clean re install of Win 7. Since it had come pre-installed on my computer it was a REAL hassle trying to get a disc from MS, but they finally relented. Once re-installed I occasionally got a "Windows not genuine" message, but after entering the code about a dozen times that stopped too.

    ChrisPantaz is correct, I am afraid. The only way to fix this is to do a COMPLETE Win 7 re-install. Fixes don't work.
