MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    have any of you guys tried to call support about this - I may have too tomorrow.

    Has anyone got another machine running win 7 on and tried to copy the files over manually ?

    Had anyone tried to get the files of the windows disc ? or tried a re installation.

    I have tried to run repair but it bombs as missing files aaaaaarrrrrrgggghhhhhhh

    I encountered this problem in the early morning around 8am on 4/21/2014 a monday after Easter. And its not the first time prior to attempting to download IE 10 to upgrade from IE9 I have had this catastrophe happen while attempting to upgrade a pc with a stick of bad RAM I was unaware of ,and also, after the problem was solved. I have had IE9 on my pc since march 21st when a registry defragger destroyed my registry and I had to buy another copy of Windows 7 home premium for 100 dollars, I forgot to write down the activation code and so called microsoft six times to obtain it ,and even though I had an invoice and order number from 2011 they insisted they had no record of the purchase! they also have no email address to send such photo copied proof to. Imagine that, a company like Microsoft will not accept emails and you could not send one if you tried. ( I bought a copy in 2011 that had a blocked activation code and had to get a refund so I spent 100 dollars here in 2014 ,3 years later, to insure I would not have any delays, and I knew it was a Microsoft licensed retailer) . HOWEVER , after I put in the new windows 7 home premium with shiny new activation code , I downloaded some themes from a microsoft website and one in particular included sound schemes which replaced my default Windows 7 sound schemes with water drops! Very annoying , it sounds like a leaky faucet and is irritating in the extreme. But I digress. I did an sfc/scannow and it ran all the way to 100 percent complete which it would not do when I did not realize I had a bad stick of RAM , and it indicated it could not fix some corrupt files in the Windows Security something something, I figured it had to be the damn sound schemes because when I looked in the windows file under media apps the included sound schemes were all there but from the drop down menu bar , only the downloaded water one was present. SO I ignored it and strangely enough after deleteing it the default sound scheme returned and all was as it should be in the PC universe. Except for on this monday , with confidence in my now functioning pc, and even though I have both IE9 and Google Chrome installed I felt it would be nice to have IE10 and so I attempted to upgrade it from a download of it I had on one of my three hardrives ( one system drive a western digital 10,000 rpm six year old HD and two Seagate 1TB HD's,. Bad idea, everything seemed to go smooth at first but I recognized that the download I did from the desktop without having IE 9 open, which is how I used to do it in the past ,when all was running perfect year after year for years, this time I did it this way and it was taking a very long while which I began to think : "UH oh this is not so good." I was correct in this assumption. after I restarted my pc it started to download updates got to 30 percent booted again and when it started up it continued from the 30 percent all the way to 100 percent and I thought this might mean it worked but then I got these error windows popping up as the desktop started to come into view and google toolbar notifier, Jushed.exe, 7 different game icons thumbnails were white squares which means they no longer functioned and then the last error window I get is this api-ms-win-downlevel-user32-L1-1-0.dll is missing from your computer . the key to the whole damn mess. this little line. I see you guys are all from a year ago and probably have fixed this but I got here using google chrome after doing a system restore back to IE 9 which works solidly no problems at all . Everytime I try to upgrade it either way from online or not it fails well to be honest I am afraid it will fail if I try to upgrade it now, at all. I did try it while IE9 was open when I had the RAM problem and it failed. and this attempt , having failed gives me forboding because everything is working at the moment. , I wonder why is it, that a huge pioneering company such as Microsoft, will not make Internet Explorer more modern and simple? Has anyone ever tried to update Google Chrome? it is easier than falling off of a log. IE in contrast is a catastrophic mess of complexity to upgrade in comparison and with 90 percent of all the support Microsoft employees being in India , your chances of getting help and being even able to understand what the person on the other end of the phone is saying to you from over 16,000 miles away is a daunting trial at best. Why is it that all owners of Monopolies like Microsoft that got their success from this beautiful nation of ours betray it and its people when they become successful and leave their customers flounderning. Its like being a passenger on a luxury liner and going to your cabin to sleep and waking up in the middle of the ocean on a life raft. what do you think my fellow American pc users? is this unfair to us or what? does anyone now know what the solution is to solve this problem? the updating to IE 10 I mean? forget about the larger issues if you are like me and have no power over anything except your vote and what you purchase and who you purchase it from.  In the mean time we can bide our time and wait for the next election or invention to replace these bloated fat pigs that run this world we live in.

    Comigo ocorreu á partir do dia 16 de maio ,

    Desconfio que foi a atualização do IE que causou esse problema, pois o meu update estava configurado para não atualizar, pois faço as atualizações manualmente, porém o IE ainda abria durante uns 2 dias depois parou.

    Não abrem programas do meu pc como CS e Simcity sociedades, o midia player ás vezes funciona, ás vezes não.

    Não consigo assistir vídeos na internet

    Não consigo atualizar flash player e outros

    Não consegui baixar o CCleaner

    O Avast desativou e não abre

    Eu tinha um download  de outro antivirus no pc e por milagre instalou, mas o escaneamento não detectou nada, ainda condegui executar a ferramente de software mal intencionado do windows,porém nada, ainda executei o Killer da kapersky e nada novamente, então pude concluir que é simplesmente operacional.

    as fontes do painel de controle e da pesquisa estão corrompidas, no lugar das fontes aparecem quadradinhos

    o IE não abre somente o firefox

    A restauração do sistema não pode ser concluída

    outros recursos do painel de controle também estão comprometidos e não funcionam

    achei em alguns tópicos que deveria executar sfc/scan , mas... não obedece e o prompt de comando não funciona,.

    acho que temos que pensar em alguma solução manual aonde revertamos as atualizações, porém isso teria que ser descrito passo a passo, sem usar recursos comuns pois eles não funcionam, me parece que temos que acessar pastas do sistema retirar e recolocar algo.

    Caso não haja esse tutorial manual, em breve a solução é fazer o backup de arquivos pessoais e formatar o pc.

    È bom frisar que estou navegando na maquina com o firefox que a principio travava , mas consegui atualizar o programa e não trava mais, porém não consigo assistir vídeos no youtube.

    Esqueci de dizer que nenhum dos programas fix da ms resolvem o problema, pois na hora de executar não funciona
