yeah Steve same thing happened to me...this error msg is very frustrating!and it happened to my server,all software's installed is in the head office no formatting ...did you get the solution????

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.
reports the following missing files.
I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.
All was fine until this ms update ran
Please help I have worked for a client thats needs finishing ASAP.

I ve the same trouble on win 7 64 bit. I download KB2670838 and Ie 10, and this morning i can't use any programs or launch something, all is bugged. I can't do anything without see api-ms-win-downlevel-user32-l1-1-0.dll MISSING the SFC scannow not solve the trouble. I can't remove the update it fail.... Could u tell me a solution to this **** pls. Pls Microsoft engineers ty

Everyone who's encountered this problem and who managed to secure no-charge support from MS Tech Support was advised that only a Repair Install of Windows would fix this.
After you do so, I very strongly recommend that you hide both IE10 & KB2670838 & just stick with IE9 for the time being.

Windows update
view update history
In the review your update history
Click on installed updates
scroll allllllll the way down to IE10
Double click

I am having these problems and the only change that I have had is an auto-update this morning (pasted below). When I try to follow your instructions quoted, i get as far as reviewing update history, but when I click on the installed updates link, nothing happens. I get the click finger cursor and everything. I tried looking for the files that were supposed to be missing, but I have no idea where to put them, and I dont even know if I should trust them. Its time to ask for help!

the same thing happened to me but i fixed it.
I turned it off took the battery out and put it back in on my
laptop. then i tried system restore again. this time it worked and then
turned off auto updates. my computer is back to normal!!!!!
before system restore would not work nor could i get online.
everything back to normal!!
