MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    And my heartfelt thanks to Susan Bradley who held my hand through this whole ordeal and tried her best to intervene with the MS monolith on my behalf. I don't know what I'd have done without her.

    My "permanent fix" and advice to all is, after your system is repaired, just abandon IE and just switch to [an alternate brower]

    With all due respect, let's not forget that your earlier encounter with the Premium [i.e. paid] Support offered via the Answer Desk had a hand in this, too, Dan.

    Sorry, but I don't see the connection. My encounter with Premium Support was back in December/January, for an entirely different issue. Though those services left a bit to be desired, at least when the Premium team was done the problem I had at the time had been resolved and my system was working properly.

    I don't want to keep beating this mule, but I fail to see what a crash caused by an MS push-out update has to do with an Answer Desk service performed three months earlier. I am not advocating or defending Premium services or (further) denigrating Tech Support. I just do not want to leave the mistaken impression that one issue had anything to do with the other. I think that would be unfair to everybody.

    For those who find themselves in this situation. This might help.

    I have just been presented with an Acer One in this situation. The client said that following updates on 3rd April the computer kept displaying these missing files and very few programs will start.  Needless to say they don't have a backup!

    I did manage to get Windows Update to show me a history and found that IE10 appeared in the list of 28 updates twice. once on 2nd April and again with the other 26 on 3rd April. Both were flagged as successful.

    I have managed to recover this by using the DaRT tool "HOTFIX Uninstall". to remove the 28 Updates. The netbook now boots normally.

    For those not familiar with the Microsoft Diagnostic and Recovery Tools (DaRT) its available form the Microsoft Desktop Optimisation Pack (MDOP). It is essentially the SysInternals ERD commander running on WINPE. I have it on a pen drive with other tools like the WAIK, DSIM and GimageX. It's got me out of many a hole in the past

    Just backing it up to a wim using gimagex before I attempt to re-install the updates. I'll be leaving IE10 till last and I'll let you know how it goes.

    I have IE10 installed on 2 computers at home with no issues. On a friends system installing IE10 results in a "cannot find api-ms-win-downlevel-user32-l1-1-0.dll" error whenever attempting to execute a program after the IE10 install. Backup and restore on this system will not successfully restore to the previous point before IE10 install.  Booting from a win 7 disk and choosing repair will successfully restore to before the IE10 install. The alleged missing file is right where it should be at all times.

    I have done this several times with the same result -- most recent was 4/17/2013. This is an ACER AX-1920 system and one of the systems I have at home is also an AX-1920 that has no issues after IE10 install. Both are Win 7 64 bit. The one that works is running Norton 360 and the one that does not is using Zonealarm.

    There seems to be enough people experiencing this problem that MS should take note and find out what is happening. We should be nearing the end of the "blame the individual user" phase so maybe MS will put a real engineer on this and solve the problem. Again, for those who experience this problem the system might be quickly recovered by booting from a Win 7 installation disk and choosing repair-restore. I hope we get an answer soon so I can turn auto updates back on and don't have to keep skipping over the IE10 update on this system.
