The same thing just happened to me, has anyone found a solution?
MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING
Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.
reports the following missing files.
- api-ms-win-downlevel-user32-l1-1-0.dll
- api-ms-win-downlevel-ole32-l1-1-0.dll
- wininet.dll
I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.
- sfc /scannow reports no errors
- win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
- cant run ms fix it as reports out the missing file error.
All was fine until this ms update ran
Please help I have worked for a client thats needs finishing ASAP.

2013-06-03T19:20:16+00:00 I have also confirmed that booting to ERD and using DaRT to uninstall last 4-5 updates (just went by date) resolves this issue.

I have fixed my problem finally. I have back the status of my PC before last Windows Update by
- Control panel.
- Recovery ( not backup and fix )
And
- Block IE9 and IE10 of Windows Update.
Everything will be fine.
