MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Having an extra unused hard drive around is a great resource for this issue...

After installing files needed to correct this issue.

inside the .zip below the best bet is to copy each of the three (sys32, sysWOW64, and winsxs) folders contents to their respective locations:

C:\Windows\System32\

C:\Windows\SysWOW64\

C:\Windows\WinSxS

Each of the System folders may prompt the need to provide administrator permission to copy to these folders by simply clicking on the require elevated 'Continue' option.

The WinSxS is the location which the files were usually delivered first then copied to their needed Sys32 or SysWOW64 final destination.

The WinSxS folders aren't necessarily needed to be copied though is not a bad idea to have them as a backup location in the rare case they are needed again for any unforeseen reason.

NOTE:  May have to have to current inoperable install of Windows connected as a slave, or booted into a virtual environment in order to copy the WinSxS folder contents in worse case scenario.

Getting similar problem as shown in video above and solution suggested is not working 1) all downloads get failed prior to competition 2) no file i.e., .pdf or .docx, .doc etc is operable 3) VLC, Mc Afee antivirus, or any other application on my PC has stopped working Still I was able to try the suggested solution by downloading the suggested file from the shown website on mobile and them sending them to my outlook... which was still operable with difficulties and then pasted require file in the shown folder. after all that problem was still not rectified .... Tried window restore and it failed to restore giving reason of antivirus but even after removing antivirus it had not worked. Also tried sfc /scannow as was suggested by a Jesterlan 14 ..... command prompt gives a message you need to be administrator to perform this ..... i am already a administrator to my PC This problem started after I intsalled internet explorer 11 installation manually and post restart after some windows updates NOW WINDOWS UPDATE is also not working

Windows Update to Internet Explorer 11 (from IE9) caused several failure notifications during and after system reboot on my computer running Windows 7 Prof 64-bit SP1 : “api-ms-win-downlevel-ole32-l1-1-0.dll is missing” and “api-ms-win-downlevel-user32-l1-1-0.dll is missing”. A lot of computer functions were not working – all with the “api-ms-downlevel*.dll missing” notifications.

My failure analysis:

During the IE11 installation process a log file “IE11_main.log” has been written and saved at c:\windows. The log file of my faulty installation, showed some conspicuities, but they did not lead to installation stop or early notifications.

Four notes have been interesting:

“Version Check for (KB2834140) of C:\Windows\System32\d3d11.dll: 6.1.7601.17514 >= 6.2.9200.16570 (False)”

“WARNING: Checking version for C:\Windows\System32\api-ms-win-downlevel-user32-l1-1-0.dll. The file does not exist.”

“Version Check for (KB2786081) of C:\Windows\System32\taskhost.exe: 6.1.7601.17514 >= 6.1.7601.18010 (False)”

“Version Check for (KB2888049) of C:\Windows\System32\drivers\tcpip.sys: 6.1.7601.17514 >= 6.1.7601.18254 (False)”

My conclusion:

Something wrong with earlier installed Windows Updates KB2834140, KB2786081, KB2888049, because those updates were installed only a few days before the update of IE11.

KB2834140 only fixes a failure of update KB2670838. However, KB2670838 is mandatory for a possible installation of IE11. à So probably the installation of KB2670838 might be faulty, too.

My solution of the faulty IE11 installation issue:

1.    

1. Immediately after recognizing the faulty IE11 installation: System restore to the last point before. (My system was stable working again after system restore.)

2.     2. Safety first: Backup of my system partition with Win7 Prof 64-bit and installed IE9.

3.     3. Run ‘sfc /scannow’. (At my system: No failures detected.)

4.     4. Change settings of windows update: Turn off automatic download of updates. Updates have to be downloaded manually.

5.      5. Uninstallation of the installed updates KB2834140, KB2786081, KB2888049 and KB2670838 – As a precaution: Meanwhile running ‘sfc /scannow’ after reboot between and after the four uninstallations.

6.     6. Reboot after the final uninstallation of KB2670838.

7.     7. Look manually for windows updates.

8.     8. Reinstall  KB2834140, KB2786081, KB2888049 and KB2670838 (classified as optional update!). Hold off on download and installation of IE11!

9.     9. After reinstallation of KB2834140, KB2786081, KB2888049 and KB2670838 search by windows explorer, whether the files api-ms-win-downlevel-user32-l1-1-0.dll and api-ms-win-downlevel-ole32-l1-1-0.dll are existent in C:\windows\system32. (Now they were existent on my system.)

10.  10. Reboot and reinstall IE11 by windows update. (On my system the reinstallation worked free of any failures.)

11.  11. After final reboot check, whether the system runs free of failures and IE11 works. (My system was free of failures.)

In what folder does the file, api-ms-win-downlevel-user32-l1-1-0.dll, go into?  I tried upgrading to Windows 10, and didn't like it.  Now when I reverted back to Windows 7, I am missing this file, and have no clue where it goes if I had a good copy of the file.  Thanks for your time.
