MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    Oh, sorry to have neglected listing this:

    KB2809289 - yes

    KB2814124 -  yes

    KB2807986 - no - failed

    KB2791765 - yes

    KB2670838 - not listed in my updates

    KB890830 - yes

    IE 10 64-bit - failed first time; successful 2nd time

    I am running Win7 Ultimate, 64-bit

    II am running McAfee Security Center; subscription expires late April 2013. They also provide anti-spyware and firewall via this software.

    I do not know if IE10 Release Preview was installed. Yes, Automatic Updates is running, and IE10 was installed by Automatic Updates.

    Please note: All the focus here seems to be on IE10. I do NOT know if IE10 caused the "missing .dll" problem. All I know is that the problem manifested after the Automatic Update in which IE10 was included.

    I have Kaspersky on a yearly license its about half way through roughly

    I also have spy bot S&D running - thats all the protection i have mate.

    ref updates i usually have all updates daily mate.

    KB2809289 - yes

    KB2814124 -  no

    KB2807986 - yes

    KB2791765 - yes

    KB2670838 - yes

    no release preview not installed this is the first time i saw it (note thought ie9 never installed failed everytime even when manually downloaded)

    What updates did you install last week?

    Possibilities include KB2809289, KB2814124, KB2807986, KB2791765, KB2670838, IE10 plus a few updates for MS Office.

    Note: KB2670838 is an IE10 Prerequisite Update. If KB2670838 wasn't already installed, it would have been "drive-by" installed when you installed IE10 (in which case KB2670838 prolly wouldn't be listed in Installed Updates or Update History.

    PS: Was IE10 Release Preview installed? Is Automatic Updates set to the Automatic configuration and if so, was IE10 installed via Automatic Updates?

    PPS: What is the full name of your installed anti-virus application or security suite and when (approx. date) does your current subscription expire? What anti-spyware applications (other than Defender) are installed? What third-party firewall (if any)?
