MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    looks like its un installing then returns 'ERROR not all updates were un installed'

    Nope. All I did was try to roll back my computer to a restore point prior to the Update From ****. There weren't any available restore points on the list except for the one established when this update was pushed out. So,having nothing to lose, I tried to roll it back to there (which, remember, was the only restore point that was listed). That restore failed, because the system is missing this .dll file!!! 

    Please note, I do not know for sure if this .dll file was removed or damaged by the IE10 update. There were 3 "critical updates" in that batch; 2 of them were Windows malware updates, I believe. Nevertheless, this .dll file is gone and now I have a mess of MS and 3rd party software that won't run.

    I am not smart, brave, or foolish enough to start tinkering with settings that might create or (in this case) remove restore points...I DO know what I DON'T know, so I don't mess with this stuff. If some sort of restore point capture setting was changed, it was done in December, which is the last time I had to get MS white-glove service to polish and buff my machine.

    BTW, I am running Win 7 Ultimate, 64-bit...or trying to, anyway...all while trying to use all this power to do some pretty basic tasks. I am not trying to run NORAD from here, but I'd like to maybe make a spreadsheet and edit my Linked In profile.

    It is probably a good thing that I admire the works of Franz Kafka, because sometimes I feel like I have taken up residence in one of his novels. Where are the Luddites when you really need them?

    P.s. no it's not going to cost you $100 because I'm going to open up a support case if we can't get the dang thing uninstalled.

    Looking for a command line uninstaller now.

    If you really and truly have no history in your installed updates, did you run any sort of windows update resetting or something?
