MS UPDATE FAIL causes api-ms-win-downlevel-user32-l1-1-0.dll MISSING

Since windows update ran a couple of days ago (this update inc ie10), I cannot run anything no application will run.

reports the following missing files.

  • api-ms-win-downlevel-user32-l1-1-0.dll
  • api-ms-win-downlevel-ole32-l1-1-0.dll
  • wininet.dll

I have tried restore but this wont work as it says AV is running but i cant shut that down due to missing file errors when i try to run it.

  • sfc /scannow reports no errors
  • win7 disc repair reports that a camera or device is plugged in and wont repair when nothig is plugged in.
  • cant run ms fix it as reports out the missing file error.

All was fine until this ms update ran

Please help I have worked for a client thats needs finishing ASAP.

    After the initial delay in response to the thread (in fairness they have a lot to deal with) the service online, offline and on telephone was brilliant, the called when they said they would and explained everything they were trying which was a learning curve as i am more front end of pcs rather than back end OS software.

    With 2 week of online support, telephone support and remote login to my machine the engineer tried everything i think he could to get me running again without a rebuild, but it seems the damage is generally far worse than just missing files - these seem to be the tip of the iceberg.

    I was even able to obtain these missing files from my other 32bit win 7 laptop but then all i got was windows but nothing would run or open and only chrome or cmd was accessible.

    It has the possibility to be a few things that could have caused the issue even a combined effort between updates, machine & software, we have to except that no amount of effort would fix it.

    Even after the rebuild the support engineer called back a few times to see if I was running ok, he also showed me a few tricks to add onto my monthly back up routine to check the machine.

    So personally the support i received on these forums from PA Bear, remote access and telephone support from Ruhal and the originator Susan was absolutely brilliant and I cannot thank them enough, they never fixed the issue and we had to rebuild but the important thing is they tried everything they could relentlessly for 2 weeks before the inevitable happened.

    1 note is that my monthly backups are most important and i cant express how important off line backups are.

    Personally from me I thank you all.

    This has also been expressed in a mail to all whom were concerned after the machine was rebuilt.

    And my heartfelt thanks to Susan Bradley who held my hand through this whole ordeal and tried her best to intervene with the MS monolith on my behalf. I don't know what I'd have done without her.

    My "permanent fix" and advice to all is, after your system is repaired, just abandon IE and just switch to [an alternate brower]

    With all due respect, let's not forget that your earlier encounter with the Premium [i.e. paid] Support offered via the Answer Desk had a hand in this, too, Dan.

    Hi community,

    I am one of the poor slobs that had to do a repair re-install to finally make this problem go away after more than 2 weeks of of "Tech Support" (NOT!) blunders, do-overs, broken evening call- back appointments, and Tech Support calls to my home during business hours when--surprise!-- I was actually WORKING, not home waiting to hear from them.

    OK, I had to find, then re-install, all my drivers and 3rd party software. And of course I lost Office and had to pay for it again (don't ask!), but at least this agony is now behind me and I didn't have to--and don't WANT to--deal with Tech Support.

    My "permanent fix" and advice to all is, after your system is repaired, just abandon IE and just switch to and stay with Chrome as your browser (or spring for Opera). I do not even open IE anymore, and I certainly don't let it update, even to IE 9. Ditto for my company -provided office computer, I just don't use IE on it (even my employer, a big multinational advertising agency, recommends Firefox as the default browser in their offices worldwide).

    And my heartfelt thanks to Susan Bradley who held my hand through this whole ordeal and tried her best to intervene with the MS monolith on my behalf. I don't know what I'd have done without her.

    For home users, no-charge support for security updates (only!) is available by calling 800-MICROSOFT (800-642-7676) in the US or 877-568-2495 in Canada. [1] [2]

    For more information about how to contact your local Microsoft subsidiary [i.e., in other regions] for support issues relating to security updates, visit the following Microsoft International Support website: http://support.microsoft.com/common/international.aspx?rdpath=4

    In the near future (one assumes), Microsoft should begin offering home users (only!) no-charge support for IE10 install and uninstall issues.  [You also may be eligible for the support if an IE10-related issue causes your computer to crash or if IE10 does not let you browse all sites.]  For now, however, you're on your own - so your best bet is to hide IE10 (and KB2670838 IMHO) & stick with IE9 for the time being.
