scroll bar/slide bar disappears after a few seconds very anoying

From your issue description, I understand that scroll bar/slide bar disappears after a few seconds.

To help you resolve this issue, Could you please answer the following questions.

1. On the scroll bar, you need to perhaps tell us where you are in Windows 8?
2. When you have this issue; are you somewhere on the Start screen or in a Windows 8 store-style app or are you somewhere on the Desktop side?
3. Where are you missing the "scroll bar”?

Please answer these questions so that I can rectify your issue as soon as possible.

There is no fix and then to answer posters question you need to know where the "scroll bar" is missing from, whatever. If we knew where the missing scroll bar was missing from we would not be here looking for it geez. Let me tell all where the missing scroll bar is missing from Microsoft code! Wake up Bill Gates and ask him what he has allowed to happen in Windows 8. Not just the scroll bar but the annoying popups on the side and the date/time popup in your face just about every time you use your mouse. Windows 8 is difficult to say the least and my mother is in her late 70's so this will frustrate her to no end. After she buys a new pc loaded with windows 8 she will call me and have a fit!

ie11 running windows 8 scroll bar hides when mouse is idol and to think the solution is to upgrade to windows 7 is crazy because upgrade means to go up and not down in numbers i.e. 7 then 8 not 8 then 7. Count up now means count down our world is going crazy with the help of Microsoft.

Let's get ready to celebrate - this thread is almost one year old!  HAPPY BIRTHDAY to another thread that is ignored by Microsoft.

I believe that the reason that there is no 'solution' offered up for this issue is because this crappy performance is EXACTLY WHAT MICROSOFT DESIGNED.  It is not a bug, a glitch or a miss-step, they designed it that way.  And what they do not understand is that this performance is NOT WHAT PEOPLE WANT.  It is a poor design. 

No matter how stupid the design, it works that way and will continue to work that way because Microsoft does not listen to its customers.  They do not care about us, our frustrations or our opinions.  They are idiots.

So, you fools at Microsoft... keep up the 'good work' of creating software that makes us angry and irritated.  You're doing a good job of that.

If everyone who reads this post trying to find a solution, let's MS know how frustrating this new "feature" is, maybe it will get some priority and get fixed. Or, MS will at least provide a setting so the user has the option to not have their scroll bar disappear.

BTW, MS must have included a way for a page's HTML to stop the disappearing scroll bar - notice it doesn't disappear on this site. Makes me wonder if they added this "feature" deliberately so people would accidentally click on an ad, and MS could charge the advertiser for the click-through. If I was an advertiser, I'd be upset that I was paying for unintentional clicks that are unlikely to result in a sale and very likely to result in the "visitor" having a negative experience associated with my site.

My scroll bar disappears also. I noticed it on the Sony AND T-Mobile websites while perusing cell phone offerings. I imagine it happens on other sites I haven't paid attention to yet.

I use Windows 7 with Internet Explorer 11. I didn't have this problem with previous versions of I.E., and I've been using Win 7 for several years now, so I doubt the problem originates from the OS.
