scroll bar/slide bar disappears after a few seconds very anoying

1. When using Internet Explorer (MSN site) the scrollbar and up and down arrow disappears even when the mouse pointer is on them I have to move off and back on the scrollbar or the arrows to get them to work again. If I try to move the scrollbar down after it disappears without moving off and back on the page begins to get high lighted .

2.This happens in Internet Explorer with MSN it does not happen with Google (this may be the answer to use Google all the time) 

3. the scrollbar and up/down arrows disappears in Internet Explorer on the right side of the page

I second this - very annoying. An example: in the Windows App Store view a App reviews. Put your mouse over the scroll bar, near the bottom so it isn't over the actual block that moves. Wait a moment and the scrollbar disappears. You cannot scroll just by clicking - you have to move the mouse first to make the scroll bar reappear.

When ever on MSN the scrollbar not only disappears but I have to move of the bar and back on the bar to get it to scroll, this program is complete garbage. I have stopped using Windows 8 and don't go to MSN site.

I answered the 3 questions poised by MS  but they are no longer interested.

My wish is that Microsoft would revive Windows XP and up date it for those of us that need to do actual work with our computers, and not have a lot of wheels turning, windows blinking and other EYE WASH ITEMS that serves no use but to use up resourses.

IT HAPPENS TO ME ON INTERNET EXPLORER.  IT IS VERY AGGRAVATING!  I HOPE THIS ISSUE CAN BE RESOLVED SOON.  PLEASE LET US KNOW OF ANY UPDATES REGARDING THIS ISSUE.
