I am having the same problem for changing location different than New York, NY. I had not had this problem before. I have the problem on each of my 3 computers. Only one computer has the Config.xml set in 2017 and read only,
So I tried to manually change the settings on one of my computers. That pc has everything in current date and time and
not set to read only, and never has had a problem with my weather data.

It worked for me. I had 2 previous weather gadgets for cities I check regularly. I added two more gadgets and both were New York, NY.
I did this process for one of those, and it is now changed to Washington, DC
The weather matches the web page data for the same location.
If I am understanding, after you do the above and manually enter the location code and do the rest you have changed it from New York to let's say Washington, D.C. Will you still not be able to search for another location using options? Does its still tell
you "location not found" for anything else? You would have to repeat the steps using another location code?
If that is the case I will stay with what I have since it is on my location but keep your instructions for if I ever want to change the location.
Yes, you still cannot search. The need to change the Setting.ini file manually is not due to a broken ability on your pc, it's broken with MS. It appears MS made another change and deleted the weather search capability on their end. Same for currency. MS
no longer makes the data available, thus the currency data is old. Also for News, the news data stopped updating around Mar 6.
Weather data should continue to be available, because they use it for their website.

If and when you want weather at a different place, avoid messing with your current weather gadget, add an additional one for a different location. You can put any number of copies on your desktop. The Settings.ini file will have a separate instance, aka [Section
9] or [Section 10] etc, for each one.
