tell me "cannot connect to service"

Have you checked whether your Internet Explorer is not set to Work Offline.

Update:

Microsoft has DISABLED the weather and currency gadgets via a recent Security Update, due to concerns over the vulnerability associated with these gadgets running on your computer. You can read more about it here: http://support.microsoft.com/kb/2719662 . Adjusting your computer's settings and all these other "suggestions" people are making, will NOT work. The function has been REMOVED from the operating system. It has also been removed from the Windows 8 operating system. There are "theorists" that either agree that there is a security issue within the gadgets or Microsoft just does not want to support gadgets (usually third party software) and thus, has disabled them in Windows 7 and eliminated them in Windows 8.

Thanks to DaveNYC for the Info. Spread the word because many people are facing this problem just like you.

My reward for messing around with the system date is that now all of my Windows Updates are coming in with the 2017! year. Never again. I had immediately returned the system date back to current but every Windows Update comes in with the 2017 year. Do not know how to fix this.

My god ... HOW can the Win Updates be '2017'?  When no such updates even exists ... we're at 2015 now.

Explain!

HOW and WHERE do you see the year 2017 on the Updates?

Start Win Update, click 'View Update History' on the left side, read the dates in the 'Date installed' column.

(Click ON the 'Date installed' column to sort by date, click several times to chose ascending or descending).

IF your computer/system time is set to todays date, then what you're saying is simply impossible, you're looking somewhere else, or you're intoxicated; by joy, some fumes or Equal ...

    And perhaps I've found another kind of solution, so one don't have to go thru this above each week.

    This morning I simply changed the Date on the config.xml, to 2017, and then set the Attribute READ ONLY on the file, and it's still working ...

    Personally I use a program called FileMenu Tool to change the Date, from http://www.lopesoft.com/en/filemenutools but there are many other programs that simply changes the date.

    Another way to change date on a file, is to change the date in your computer, then RE-save the file, and then set the date back again to correct date.

    And to set Attribute just rightclick the file, chose Properties, and Click Read-Only, click OK.

    edit:  I tried it again (saving file with a 2017 date) and this time it worked.  Hoping that means I won't have to do anything for 2 years.

    I keep trying to put the "168522d5-1082-4df2-b2f6-9185c31f9472" file in the Windows sidebar cache, but every time I check it (even after just a minute or two) it has been deleted again. I used the fix mention earlier, taking the files from Win7 computer and overwriting them on mine, and it worked up until today. Then it died again.

    I'm a bit of a noob at writing files, can someone explain the batch file fix and date change fix a bit more step by step, just to help out us old grey hairs?

    We could guide you through the various processes to get the Windows 7 Weather gadget working again, but there is an alternative.  It's the MSN Weather gadget.  It has exactly the same icon.  In addition, it will expand out to reveal a 5 day forecast by just clicking on the icon.  It appears to be a copy of the Windows 7 gadget with the added benefit of having gone through a maturity process, with many extra features.

    For the time being, we are keeping both icons on our desktop to monitor each and to see how they behave.   We also are monitoring a third weather gadget, which is also quite good, but it's a lot bigger, with much more weather information.

    Anyway, the MSN Weather gadget is a good alternative to the Windows 7 Weather gadget, with no apparent difference to look at, and IT'S STABLE!
