I have the same issue as fastguy. There were no changes made to anything before the new procedure started to login.
Not being able to access my account I created a new Outlook.com to use.
I immediately tried to send an email as soon as I got my welcome screen. There was a prompt to copy the blurred text image below & I did.
I tried to send the same email again.
There was a prompt asking if I used this device frequently to check the box so I would get the verifications less often. I checked the box.
I tried to send the same email again.
I got a message to verify my account. Microsoft sent a confirmation email to a secondary account. I entered the code & Microsoft verified the code.

It gave mention of information 2 step verification but it let me continue back to email so I did.
(I'm sure the default is 2 step verification off because I've never chosen it or set that up.)

I got the screen asking for my mobile number to secure my account even further. I have had an email for more than 10 years without ever doing such a thing so I didn't chose to at the time & continued.

I got the prompt again asking for my mobile number. Since I didn't have one I read the instructions on how to continue without. It asks me for a landline number. I am bedridden recovering & certainly not going to try to do that. I clicked on the choice to continue to verify without a number & I get the link on how to use verify with the phone code.
I finally got a link to contact support & they suggest opening another Outlook.com account. I had the exact same situation & outcome.
I now have 2 blocked OUTLOOK.COM accounts that every time I try to login with password it asks me to create a phone verification system. It obviously recognizes my password because in the top right corner my ONLY option is to logout. The settings option is not there. There are no other links on that page.
I appreciate everyone's input & expertise but I wish Moderators would not tell users with problems instructions that aren't possible.
