I am trying to remove iCloud 2.1.1.3 and I get an error message "The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2343." After I click "OK", it gives me the message "Fatal error during installation." How do I fix the error? What to do?

I would suggest you to run the fixit from the link “Diagnose and fix program installing and uninstalling problems automatically” and then check if this fixes the issue.
If that doesn’t work then I would suggest you to check with iCloud support for more information.

I know it isn't much consolation if you are more dependent on iCloud sync than Windows or Office, but it's pretty clear this is an iCloud/Apple problem not a Windows/Office/Microsoft problem. And it's been going on for a long time now and it's also pretty clear that Apple can't be bothered to fix it.
You may be right, but the issue became an issue to me and several other posters on this thread once we upgraded to Win 10 so intuition tells me Win 10 introduced some incompatibility to the equation.
Whatever the case, I just hope Apple/MS can work together to solve it because many people rely on both working together in harmony.

I'm having the same problem. Running Win 10 and Office 2016.
iCloud won't run, won't repair or uninstall through "Programs and Features".
So all my contacts that I use for business are unavailable on my desktop b/c they were removed when I signed out of iCloud.
This is a "fatal error" as I can't work without access to my contacts being in Outlook.
