I am trying to remove iCloud 2.1.1.3 and I get an error message "The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2343." After I click "OK", it gives me the message "Fatal error during installation." How do I fix the error? What to do?

I would suggest you to run the fixit from the link “Diagnose and fix program installing and uninstalling problems automatically” and then check if this fixes the issue.
If that doesn’t work then I would suggest you to check with iCloud support for more information.
It seems that the problem has been solved, I just updated iCloud Control Panel to version 5.1 and supports Outlook 2016 on Windows 10. That "later this month" has arrived

I really hope it fixes something as I don't even have Outlook installed. Only had this issue since upgrading to Windows 10.
Fixit is not available for Win 10 and Office 2016. This is the answer I got from Apple.
I understand that you are trying to install the latest version of iCloud for Windows, but are receiving an error message 2343. Are you running Outlook 2016 by chance? If so, this could be the cause of the issue. Support for Outlook 2016 will be available this month via an update to iCloud for Windows.
Lets hope this solves the issue 'later this month'
