I am trying to remove iCloud 2.1.1.3 and I get an error message "The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2343." After I click "OK", it gives me the message "Fatal error during installation." How do I fix the error? What to do?

I would suggest you to run the fixit from the link “Diagnose and fix program installing and uninstalling problems automatically” and then check if this fixes the issue.
If that doesn’t work then I would suggest you to check with iCloud support for more information.
Problem solved because I updated to 5.1. Whew.
It seems that the problem has been solved, I just updated iCloud Control Panel to version 5.1 and supports Outlook 2016 on Windows 10.

I went to Apple update and it brought up iCloud for Windows 5.1 so I tried it again and it WORKED. Looks like later this month has come!! No more error!!!!!!
I went to install it and still got the error. The install did get a bit further than it used to
