I am trying to remove iCloud 2.1.1.3 and I get an error message "The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2343." After I click "OK", it gives me the message "Fatal error during installation." How do I fix the error? What to do?

I would suggest you to run the fixit from the link “Diagnose and fix program installing and uninstalling problems automatically” and then check if this fixes the issue.
If that doesn’t work then I would suggest you to check with iCloud support for more information.
The link doesn't work with Windows 10 - any suggestions?
It's now Nov and the Fixit is still not working for Windows 10? :/ I need to get that iCloud uninstalled and re-installed. I had this problem since last week.
