I've had a Windows 8 laptop for a few days and the charms bar/settings pages that kept popping up out of nowhere were driving me absolutely insane. BUT, I finally figured out how to turn them off.
I went into control panel>hardware and sound>mouse>device settings>settings. From there you can adjust a lot of the trackpad settings, including DISABLE EDGE SWIPES.
I have a Toshiba Satellite with a synaptics mouse/trackpad, so i cant guarantee this works with all models, devices, etc.
Windows 8 for laptop is now tolerable! Hope this helps!

I actually had a Level II Microsoft tech this week in my brand new laptop over two sessions to stop the Charms Bar from popping up. He entered special code into the registry at the suggestion of Microsoft Windows 8.1 developers. It still does not stop the horrific Charm menu from popping up every 2 minutes, freezing all work. He even witnessed it for over 1 hour. Winaero Charms Bar Killer did not work at all either. I have a elan touch pad, so some of the settings mentioned in this blog are not available. Windows 8.1 is the worst OS on the planet. Even the touch pad, mouse are jumpy & extremely unstable.
The fact that Microsoft Level II technicians can not even stop this horrific charms menu is proof windows 8.1 is for a tablet and not laptops. Why would I want finger prints all over a laptop screen swiping all day? I don't or I would of purchased a tablet.
I've disabled the popup charms menu. In fact, I can access only with Win-C - hovering over the upper right corner does't even work.
But that doesn't keep it from appearing at any moment. In addition, my mouse/touchpad freezes - don't know why, but it seems connected to a charms popup event. Very frustrating!
Beware of this Rogue Software: Winearo Charms Bar Killer. I downloaded it cleanly right from their site. It did nothing to kill the Charms Bar Menu on the Horrific Windows 8.1 OS. Futhermore-It embedded Trojan Horse Virus- Malware.Generic.746983. This rogue software hid itself so I could not uninstall it from my registry or from the programs menu. I contacted Winaero 3 times on this issue, they refused to respond. Anvisoft Smart Defender finally found & killed this rogue, fake program. The virus allows a backdoor to be wide open on your computer to enable programs to be run from an attacker.
