Windows Store apps not downloading, forever stuck and 'Pending'

It is extremely unlikely that there is a problem on Microsoft download server. However, it is possible that all the problems you've had have a common cause - a failure to fully download the file.

When a file is downloaded the antivirus programs starts to scan it. After it finishes, the file is said to be 100% downloaded in the web browser interface (even though technically it was fully downloaded few seconds ago for antivirus scanning). It is possible that your antivirus solution fails to scan the file and that causes the file to be stuck in "downloading" state. It could be result of some malware as well.

Please try the following:

1. Check how much free disk space you have on C drive. It should have at least 2 GB for Windows to have enough "breathing room".
2. Run Disk Cleanup and clean all the temporary files (please use the "Cleanup system files" option). More information can be found here: http://windows.microsoft.com/en-us/windows-10/disk-cleanup-in-windows-10. By temporary files I mean system error files, system archived Windows Error Reporting Files, temporary files and Temporary Internet Files.
3. Once the cleanup is complete, please enter %temp% in the Windows search bar. A new window will appear that will point to c:\users\username\Appdata\Local\Temp. Please remove all the files and folder you see there. Some of these cannot be removed (you'll get an error). That's OK.
4. Reboot your computer.
5. Temporary disable your antivirus software and Windows Defender. The instructions are specific to the given software but for Windows Defender you can find instructions here (http://winaero.com/blog/disable-or-enable-windows-defender-in-windows-10/). Please only use Option 1.
6. Once all antivirus programs temporarily disabled, please proceed with download and check if it works. If it does not, please re-enable antivirus software and post back with the name of software you are using (it could be an old version that is not Windows 10 compatible).

If you wish to check your system for malware before performing above steps then one sure way is to start your computer from a CD or USB drive that has antivirus software running. That way software will be scanning your system in "offline mode". Meaning: if any malware is hiding itself while your operating system is running then it will be easily detected in "offline mode". You can use Windows Defender offline for this: http://windows.microsoft.com/en-us/windows/what-is-windows-defender-offline

Please note that you will need to create the CD/USB with Windows Defender offline on a different computer and you'll need to find out how to boot your computer from CD/USB (instructions vary).

If you do not feel comfortable with scanning your computer in offline mode, please use your antivirus solution to scan your entire system (full system scan) using regular methods. If you are only using Windows Defender, then search for it in Windows search bar to bring up the interface. The option to initiate the full scan will be in the menu.

Please note that such scan may take even 10 hours to complete (depending on the amount of data you have).

Thanks again.  However, I find that I cannot even complete step 1, as the download seems to hang up at 93% (60.13/64.66 MB).  I waited about 20 minutes to see if the download would finish, but it did not.  I wonder if this is the problem.  Perhaps there is a defect in the update on the Microsoft server that prevents it from fully downloading, and this causes the hangup.  I wonder if anyone else has had this problem.

Also, in reading the system requirements for the update, I notice that Windows 10 is not mentioned.  I wonder if there might be an incompatibility with Windows 10, or if it is just that the requirements were not updated when Windows 10 came out.

Glad to hear that at least something works.

My suggestion is as follows:

1. Please download the OneNote update as a standalone update. Get it here: https://www.microsoft.com/en-us/download/details.aspx?id=49665
2. Reboot your computer to clear up any current installs.
3. After reboot open PowerShell as described above (as administrator) and enter Stop-Service wuauserv. This will stop Windows Update for the time being.
4. Manually run the file downloaded in step 1. The point is to check what is the error message while installing the update. Please provide the error message in this thread and perhaps we can figure out what is wrong...
