I had this problem when I got my computer. I tried the above first, but that failed. Try clicking on the time in the lower right corner of your screen; a window should pop up and you should be able to set the correct time there.
Clock on windows 8 is wrong time, i tried setting to internet time but its still wrong, think theres a time clock bug, anyone have same problem for windows 8 and know how to fix it?

I've had this problem from day one on my desktop W8 &W9 &W10.
My fix is to set NetTIME to run every hour & to resync with internet clock. No a perfect solution but it works. Microsoft seem totally disinterested in fixing this.
