2015-12-07T17:38:42+00:00 This is not an AMD driver issue. I am using NVidia and have the exact same problem. Mine started when I upgraded to Windows 10. I've tried everything short of uninstalling Windows and switching to Linux. That's looking like the next step.
I completely uninstalled (clean uninstall) and re-installed my drivers. Not the issue.
It almost seems like Microsoft changed their libraries and is preventing the drivers from using the hardware.

Thanks Justin, While one side of me wants to get to the bottom of this, my other side says a one week old laptop should not have these problems. I have recovered back to original install, updated all drivers. Still getting the problem. I'll take it back. Just wondering if I should get the same Dell Inspiron 15 5000 series or if I should try another make model. (thinking out loud).
