"application has been blocked from accessing graphics hardware"

recently every time i use a program that use my gpu( I have optimus technology so it switch when needed etc...) I get the error message " application has been blocked from accessing graphics hardware", the internet does not seem to be very helpful about this problem, does anybody know what causes it/how i can fix it ????

    This is a Big Brother issue.  One of the latter updates to win 10 stopped me from viewing questionable video content.  On content not protected NO PROBLEM. On some rips it won't play even tho I own the disc.  Does not like rips to hdd.

    Then i go play game ,,Rust" my computer show. ,,Application ,,RustClien.exe" has been blocked from accessing graphics hardware"
