"application has been blocked from accessing graphics hardware"

recently every time i use a program that use my gpu( I have optimus technology so it switch when needed etc...) I get the error message " application has been blocked from accessing graphics hardware", the internet does not seem to be very helpful about this problem, does anybody know what causes it/how i can fix it ????

It's 2017 and this FKING PROBLEM IS STILL ANNOYING ME!!!!

For anyone recently having this problem, try cleaning your gpu if you have a desktop. I opened my computer up and found dust clogging the gpu fans. Using computer air canisters to blow it out solved my problem.

If nothing else, try uninstalling last windows update for now. My problem started after last update.
