KB2670838: Microsoft is aware of an issue some customers are experiencing when installing KB2670838 on certain laptop systems with hybrid graphics. We are looking into the situation and are considering blocking the update for systems that could be affected. Customers who are experiencing issues on systems that already have installed the update should consider uninstalling KB2670838.
It is not just happening on computers with hybrid graphics. And not just on laptops it is happening on desktops also
You should just pull this update, look at all the post topics in here pertaining to this update. Test it figure out what is wrong before it is reissued
For those with desktops with AMD graphics adapters, I can report this:
The issue is caused by some kind of incompatibility of the platform update with the Transcoding and Media Foundation (and perhaps APP) parts of the latest Catalyst package.
The solution, other than uninstalling the Platform Update KB2670838, is to uninstall the Catalyst package completely, and then reinstall it choosing the Custom option, and then uncheck all the install options that can be unchecked (obviously leaving the
driver checked), or at least to uncheck Media Foundation and Transcoding. The driver itself is not the problem. Solution proven on my Windows 7 SP1 Enterprise with IE 10 installed, with APP unchecked too.
