Well, finally found the solution after 3 days of research.

Credential Manager Service was disabled.

  1. Go to RUN (Win Key + R)
  2. Type services.msc
  3. Scroll down to Credential Mnager Service
  4. Right click and go to properties and change the StartUp type to Automatic
  5. Start the service

Now you should be able to change/create the pin. Reply back if problem persist.

Hi Jeff,

Sorry for late response.

From the above replies I understand that you tried all the suggestions mentioned in previous replies and none worked. This issue may occur due to Windows image corruption, if the Windows image is corrupted we can restore the Windows image using DISM (Deployment Image Servicing and Management) tool. Follow the steps mentioned in the link below (under Resolution topic) and Check if it helps.

Way back on page 1 Zolebaba stated:  "Well i have this problem right from the installation of windows 8 pro"

Obviously this is a BUG that should have been fixed long ago.  Instead of fixing this bug, Microsoft has customers jumping through hoops and juggling chainsaws to "fix" something that we obviously cannot fix.

What does entering a PIN number have to do with GRAPHICS DRIVERS, or with ADMINISTRATOR RIGHTS (to log in to our own account?) or deep-core Windows functions?   It is a PIN NUMBER... not re-writing the internal structure of the networking system.   It should be as easy as well... entering a new pin number.  Yes?

With all respect:  Microsoft-- get your act together and fix this and send out an update.

    Thanks Brian

I tried it and I get an error 87  and this did not work,  just like WayfinderWishbringer said

    Thanks

    La Beth

    Hi La Beth,

Error 87 usually appear if the spaces are missing when entering the DISM commands. Please make sure to have a space before every slash.

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

Let us know how it goes.

    Regards,

    Brian Cab
