Well, finally found the solution after 3 days of research.

Credential Manager Service was disabled.

  1. Go to RUN (Win Key + R)
  2. Type services.msc
  3. Scroll down to Credential Mnager Service
  4. Right click and go to properties and change the StartUp type to Automatic
  5. Start the service

Now you should be able to change/create the pin. Reply back if problem persist.

Hi Jeff,

Sorry for late response.

From the above replies I understand that you tried all the suggestions mentioned in previous replies and none worked. This issue may occur due to Windows image corruption, if the Windows image is corrupted we can restore the Windows image using DISM (Deployment Image Servicing and Management) tool. Follow the steps mentioned in the link below (under Resolution topic) and Check if it helps.

I also have the same problem, I updated my OS to Windows 8.1 and it worked the first time, but it stopped working later on... I can't remove the PIN or Change it, or even create an Image Password... and I also don't want to restore everything and reinstall all the programs... I just hope that someone will find the solution to this, or that Microsoft will fix this on the next upgrade....

an update made this. restore your computer before the last Windows update. it happend to me twice and i solved the problem  restoring the system before the last update.

Same problem. Surface Pro (original). It worked fine in Windows 8.1. It appears to have stopped working after the Update 1 was applied earlier this week.  I have tried all the solutions suggested in this thread except I have not refreshed Windows. I do not want to reinstall everything if I can avoid it. I especially don't want to refresh and reinstall everything when it is clear that Microsoft has no idea how to fix this after more than a year. Which means it will probably happen again.
