I have installed windows 8 pro on my laptop but i am unable to create pin password or picture password. while creating pin password it gives error message Error occurred while capturing your pin , please try again later and while creating picture password it gives error message enrolement faillure. Problem persist even after creating other account/local account. Please help. I have already paid Rs.2000 for this windows 8, please solve my problem

Well, finally found the solution after 3 days of research.
Credential Manager Service was disabled.
Now you should be able to change/create the pin. Reply back if problem persist.

Sorry for late response.
From the above replies I understand that you tried all the suggestions mentioned in previous replies and none worked. This issue may occur due to Windows image corruption, if the Windows image is corrupted we can restore the Windows image using DISM (Deployment Image Servicing and Management) tool. Follow the steps mentioned in the link below (under Resolution topic) and Check if it helps.

If you haven't tried to change PIN by creating new user account, please try to create a new user account and try to change the PIN.

Since the issue still persists, it would be best to delete the existing partitions and reformat the whole hard drive then re-install the Windows 8.1. Please make sure that you have the product key with you and all the files are backed up before performing the clean install.

Hello Brian. I did reinstall Windows 8.1 today, using the link and ISO you folks provided. Took quite some time. Still can't enter a login pin; same results. It should be noted that other users are stating the same thing-- this doesn't work even out of a brand new Windows 8.1 installation.
So... when is this going to be turned over to tech so they can find out what is wrong on the coding end? There is obviously some sort of bug. As a note: it won't let me enter a profile photo either.
This is a single, home-based computer, not on any network, and I'm the only user-- and have administrator rights (which is another major issue with Windows-- failing to consistently recognize user administrator rights. But that's another bug.)
For now, Microsoft needs to realize this is not a localized problem. It is an actual Windows bug, right out of the installation process. The system does not allow the entry of a pin number, to change the profile photo (and I would risk a guess other pertinent user information).
