So lets try this and see if it helps.
Hard Reset using buttons:
Press and hold the Camera + Volume Down + Power until the phone vibrates. Then release the Power key and keep pressing the Camera + Volume Down for a few seconds.

A HAD SAME PROBLEM TOOK OUT MEMORY CARD ATTACHED TO LAPTOP AND PRESSED VOLUME <DOWN> AND POWER BUTTON AND IT CAME ON

2014-12-11T03:30:52+00:00 I was also facing the same problem but the difference was I owns a 520 so what I did I took my battery out and again switched on my phone and actually it worked but then I took the backup and made a factory reset.

2014-12-13T20:17:50+00:00 Hi Jason I have the Lumia 520 with same problems I tried the soft rest holdin power and down key then it shuts off (not vibrate)then I release then it will vibrate then I hold the down button right after I let go and then the at&t screen will come up and just flashes on n off till I let go then the Nokia sign comes up than back to the gears so what should I do I've tryed both resets and nothin happens I can't even get the exclamation mark to show up so what should I do plz help
