So lets try this and see if it helps.
Hard Reset using buttons:
Press and hold the Camera + Volume Down + Power until the phone vibrates. Then release the Power key and keep pressing the Camera + Volume Down for a few seconds.

A HAD SAME PROBLEM TOOK OUT MEMORY CARD ATTACHED TO LAPTOP AND PRESSED VOLUME <DOWN> AND POWER BUTTON AND IT CAME ON

2013-04-28T04:02:28+00:00 HAHA! I just tried again and it worked. After I released the power button, I just did a 1-2-3 count and let go. I did have cogs yet again, but it was for about 1-2 minutes. Then the phone shut down on its own and finally came up on the "welcome to windows" screen. SUCCESS!!! Thanks man, and many thanks to JACK COOK! GET 'EM!

2013-04-28T03:48:09+00:00 I reset the phone from the stagnant lightning bolt/cog screen. After I realized the phone wasn't doing anything, I held down the aforementioned three buttons for a few seconds. Immediately after the phone vibrated, I let go of the power button, holding the volume down and camera buttons for an extra 7-10 seconds from what I remember. I held them pretty well into the process. I then saw the cogs again for a few minutes but not nearly as long as I was seeing them before. Then the AT&T logo appeared as well as the blue Windows Phone splash screen and the phone began its reset process. At this point, it prompted me with all the necessary login info. I hope this helps.

2013-04-28T03:11:35+00:00 Before this, I just got either a low battery symbol, the spinning cogs for hours (to the point of the phone overheating) or stuck at the lightning bolt/cog screen.
I've been having these exact symptoms. So going with this sequence, how long do you need to hold the camera and volume down buttons after releasing the power button? Also, do the cogs still appear for a few minutes or not? Very frustrating here.
