The same happened to me. Win8 pro, no corporate LAN, no proxy. I simply cannot install any more apps.

This error code suddenly appears in WIndows 8 Store when trying to install or update apps.... Solutions to this have not yet been found.
There are many references to some date and time issues but they are correct on my Computer.
I did use the troubleshouter for Windows update which states that something has been corrected.
There are errors in my Event logs...
ID 36888 System Log; A fatal alert was generated and sent to the remote endpoint. This may result in termination of the connection. The TLS protocol defined fatal error code is 10. The Windows SChannel error state is 10.

Having the same issues, just started.
Can't update or install any apps on my Windows 8 machine.
This also worked for the most part for my HP Envy X2 -- having a few other issues with another error code (0x80070067), but I can get apps and most things will update now.
Try this - it worked for me. I was beating my head against a wall.
Open Computer Management >Services & Applications > Services
Stop "Background Intelligent File Transfer" & Windows Update services
Delete contents of "c:\Windows\Software Distribution" folder
Restart above services
Open control panel and run Windows Update
Open App Store and open settings
Run App update and install updated apps
