Installed this today, it caused my Poppeeper to be flagged with a -1000 error. Rolled computer back and problem cured. Have hidden update until i know what to do.

YMMV but...

...Microsoft is aware of an issue some customers are experiencing when installing KB2670838 on certain laptop systems with hybrid graphics. We are looking into the situation and are considering blocking the update for systems that could be affected. Customers who are experiencing issues on systems that already have installed the update should consider uninstalling KB2670838.

In the near future (one assumes), Microsoft should begin offering home users (only!) no-charge support for IE10 install and uninstall issues. You also may be eligible for the support if an IE10-related issue causes your computer to crash or if IE10 does
 not let you browse all sites. For now, however, you're on your own so you're best bet is to hide IE10 (*and KB2670838 IMHO*) & stick with IE9 for the time being.

My issues with KB2670838 update. Fixed by removing it.

(1) Unable to start "Windows Live Mail".

(2) Unable to start "Mozilla Firefox" - except in safe mode.

This update is causing frustration to millions of people. Many people may not even realize that it is the update that messed up their machine...

Okay, what is Popeeper?

Why hasn't it been updated as well?

After all, it IS the 'source'................of your update problem is it not?

Have you even bothered looking up the ERROR List................to find what KB2670838 even RELATES to, or about?

I'd start there if I was you!
