This issue has a long history, starting at least with Windows 7 (I'm not sure about Vista). Which tells me that there is simply no hope for a solution, except maybe for high-resolution displays.
However I recently read a review of a first Windows laptop with a "retina-like" display, and the reviewer complained that he needs a magnifying glass to see anything when using some of the programs - they simply don't scale correctly.
By the way, the "retina" display on my iPad is unparalleled, except for the glare effect. Apparently everyone already forgot when they were using "anti-glare" filters on their CRT monitors.
